Senator Dan Sullivan (R-AK) offered an amendment to S. 2012, the Energy Policy Modernization Act of 2015, which would require federal agencies to eliminate a public protection with equal or greater compliance costs before adopting a new one. The Sullivan amendment adopts an extreme and unwise “cut-go” approach to rulemaking, drastically limiting the government’s ability to quickly respond to emerging public health threats and catastrophes like the drinking water crisis that unfolded in Flint, Michigan. On February 2, the Senate rejected the Sullivan amendment by a vote of 49-46 (Senate roll call vote 13). NO IS THE PRO-ENVIRONMENT VOTE.
