Senator Dan Coats (R-IN) offered an amendment to H.R. 2028, the Further Continuing and Security Assistance Appropriations Act, 2017, which would ban the use of funds for the Advanced Technology Vehicles Manufacturing loan program. The loan program has successfully promoted innovation in the market for low carbon vehicles, supporting early efforts by companies like Tesla Motors. On April 21, the Senate rejected the Coats amendment by a vote of 48-49 (Senate roll call vote 58). NO IS THE PRO-ENVIRONMENT VOTE.
