H.R. 39. When they lost the above vote, opponents of the bill tried a halfway measure. This vote is on the Jackson-Hatfield substitute to the Hart-Chafee amendment described above. It would have added only 7 million acres rather than 14.5 million. Parts of the above areas were restored, but other important wildlife habitat was still excluded. The Administration opposed this substitute. July 22, 1980. Rejected 33-62. NO is the correct vote.
