Clean Energy Success in the States: 2024 Report

31 states made exciting clean energy progress in 2024 led by LCV and our 30+ state affiliates in the Conservation Voters Movement!

Through the Clean Energy for All campaign, LCV and our 30+ state affiliates in the Conservation Voters Movement build and mobilize grassroots power to advance clean energy. In 2024, clean energy opportunities and benefits continued to reach people all across the nation. States took action to expand access to solar, improve electricity transmission, hold utilities accountable, protect communities from fossil fuel pollution, and utilize transformative federal investments from the Inflation Reduction Act. This progress is lowering energy costs, safeguarding public health, bringing critical revenue to communities, and creating hundreds of thousands of jobs.

This year saw many major milestones in the growing transition to clean energy:

  • The country’s first commercial-scale offshore wind project – South Fork Wind – was completed.

  • States made critical investments in the electricity grid to support more renewable energy.

  • Customers made their voices heard to demand utilities put people over profits.

  • Inflation Reduction Act programs connected people around the country with tangible opportunities and benefits.

  • Vermont became the 16th state in the CVM to make a 100% clean energy commitment, and the first in the nation to make the world’s largest fossil fuel companies pay for damage caused by climate change.

The 2024 Clean Energy Success in the States Report (PDF) dives into these achievements and more across 31 states, highlighting the vital work of our state affiliates toward an equitable transition to clean energy for all.

Map of the U.S. showing states with CEFA programs and clean energy commitments. 16 states in the Conservation Voter Movement have made 100% clean energy commitments. Thanks to this work, more than 40% of people in the U.S. live in a place committed to 100% clean energy.

Highlight Reel: Clean Energy Success in the States

“For two years in a row, the climate crisis has hit Vermont hard – flooding our downtowns, upending the lives of too many Vermonters, and straining already-strapped local and state budgets. That’s why I’m so proud of the progress we made this legislative session with the support of Vermont Conservation Voters – and the commitment the Legislature has – to continue to help our communities and all Vermonters dramatically cut planet-warming pollution by accessing cleaner energy technologies and become more resilient in an increasingly warming world.”

Representative Amy Sheldon

House Environment and Energy Committee Chair, Vermont House of Representatives

“This year, California Environmental Voters made progress toward holding corporate polluters accountable, marking a significant shift from 2021 when every climate bill in California died in the Senate. With the passage of legislation to electrify entire neighborhoods and strengthen oil and gas regulations, the Legislature is sending a clear message: corporations responsible for the climate crisis must clean up their mess, not taxpayers. We remain fully committed to advancing policies that confront the climate crisis with the urgency it demands.”

More Powerful Together: Illinois' Climate and Equitable Jobs Act and the Inflation Reduction Act

Illinois boldly enacted one of the most ambitious and equitable clean energy transition laws in the nation, the Climate and Equitable Jobs Act (CEJA) in 2021. This state policy also set Illinois up to take full advantage of the historic federal clean energy investments in the Biden-Harris administration’s Inflation Reduction Act. Now, Illinoisians are seeing the benefits.

Michigan LCV: John Hunting Winning for the Environment Award

Michigan passed historic legislation to commit to 100% clean energy in 2023, after years of relentless work by the Michigan League of Conservation Voters to advance climate solutions. In recognition of this momentous achievement, Michigan LCV was honored with the John Hunting Winning for the Environment Award at LCV’s 2024 Capital Dinner.
