LCV Launches Digital Campaign to Support Clean Energy Investments in the American Jobs Plan

Dearborn, MI — Today, the Biden administration will make one of their first stops on a national tour at the Ford Rouge Electric Vehicle Center in Dearborn, Michigan highlighting the potential of electric vehicle manufacturing to build clean energy jobs with the American Jobs Plan. To support a recovery package that focuses on climate, clean energy, high-quality union jobs and environmental justice, the League of Conservation Voters will begin a digital ad program following the President’s tour starting with Michigan.

“President Biden has been a long time champion for clean energy jobs, and we must seize this opportunity for rapid job growth in the domestic electric vehicle manufacturing sector,” said Gene Karpinski, President of LCV. “With his visit today, he will highlight how pollution-free vehicles create good-paying union jobs at every step of the manufacturing process. We are at a turning point – the U.S. has a historic opportunity to invest in EV manufacturing on a massive scale by passing the American Jobs Plan. We urge Congress to build on existing programs to provide incentives for pollution-free vehicles so we can fight climate change, create high-quality jobs, and advance racial justice.”

In a recent Data for Progress poll, Michigan voters overwhelmingly support (71%) expanding clean energy investments through the American Jobs Plan. Support is also extremely high for key provisions like removing all lead water pipes (83%). Michigan Governor Gretchen Whitmer came out in support of the American Jobs Plan, highlighting our climate and clean energy opportunity. She was joined by 50 different Michigan elected officials who signed a letter calling on Congress to seize “a once-in-a-generation opportunity to help our communities recover by creating and sustaining millions of good paying jobs, putting us on the path to 100% clean energy. and building a more equitable and just society.” 

“President Biden continues to support investments in renewable energy and electric vehicles, which go hand-in-hand with Gov. Gretchen Whitmer’s MI Healthy Climate Plan that will protect our health and put Michiganders to work in the growing clean energy sector,” said Lisa Wozniak, Executive Director of Michigan LCV. “As major automakers continue to accelerate their transition to electric vehicles, President Biden’s American Jobs Plan will make Michigan a leader in manufacturing the clean vehicles and technologies of the future.”

The campaign will focus on ensuring climate action is a top priority as Congress and the White House negotiate on an infrastructure and economic recovery package. Ads will highlight how vital clean energy jobs are to the nation’s recovery, including transformational investments and policies to:

  • Set our country on a path to 100% clean energy by 2035
  • Ensure that at least 40% of all investments are directed to communities most affected by climate change, pollution and racial injustice, as well as workers transitioning from the fossil fuel industry
  • Create high-paying, union jobs and support communities impacted by the shift away from fossil fuels
  • Replacing all lead water infrastructure to ensure every community has clean water
  • Investing in electric vehicle manufacturing and charging infrastructure
  • Weatherize millions of homes and businesses
  • Modernize the nation’s electric grid

Ads will target communities following each visit to remind residents of President Biden’s commitment to investing in clean energy jobs and our opportunity to tackle climate change with the American Jobs Plan.

MEMO: Expected GOP Infrastructure Proposal is a Road to Nowhere

Re: Expected GOP Infrastructure Proposal is a Road to Nowhere

Ahead of the release of details of the GOP’s infrastructure plan, here’s a quick reminder of Congressional Republicans’ real motive: a do-nothing proposal that protects the profits of big corporate polluters. And unfortunately, that comes at the expense of taxpayers.

Let’s be clear, the first proposal from Senate Republicans was a road to nowhere and we expect this proposal will be more of the same. An infrastructure plan that doesn’t include clean energy, climate, or environmental justice will be dead on arrival. And don’t be fooled — the GOP proposal was far smaller than it appeared due to a disingenuous counting of funding that is already planned, so-called “baseline” funding (h/t Washington Post fact check). Voters expect more from their elected officials.

As recently released modeled data from LCV and Data for Progress reiterated, voters in every single state and congressional district — deep red to blue — overwhelmingly support the full American Jobs Plan, including investing $2.3 trillion to create good-paying jobs in the clean energy economy while tackling climate change and environmental racism. However, Republicans in Congress are more interested in fighting for Trump-era taxpayer giveaways to billionaires and corporations.

Remember when Exxon Mobil more than quadrupled their fourth-quarter profit thanks to President Trump’s tax cuts? And when Chevron paid “little to no federal taxes” following the 2017 GOP tax cuts? Or when the Koch brothers were reportedly able to make $1 billion extra each year thanks to the GOP?

We recently highlighted the LCV scores earned by Congressional Republicans who have also accepted sizable fossil fuel contributions. It is shameful for Republicans in Congress to continue to prioritize the special interests of corporate polluter CEOs and fail to provide the investments required to propel our nation forward.

HONOR THE VOTE: Over the weekend, activists across the nation from North Carolina to Missouri to Oregon took to the streets to mark Saturday, May 8th as the John Lewis Day of Action and demand the preservation and expansion of voting rights through the passage of S1, the For the People Act, H.R. 4, the John Lewis Voting Rights Advancement Act, and H.R. 51, the Washington, D.C. Admission Act. We cannot have a healthy environment without a healthy democracy, and must continue to support bold action to strengthen our democracy and address barriers to the ballot box that are rooted in racist policies and governance and systemically target communities of color and communities of low wealth.

FOR THE PEOPLE: On Tuesday, S1, the For The People Act, was voted on in the  Rules Committee and will move to the Senate floor for consideration with bipartisan amendments. As state lawmakers continue to introduce restrictive anti-voter laws that disproportionately seek to create barriers to voting in communities of color and low wealth, S1 seeks to address issues at the core of a well-functioning democracy — that every eligible voter can participate equitably in our democracy, and that people’s voice, rather than outsized corporate influence, guides our elected officials. Despite the evidence that the climate crisis and environmental injustices are impacting our communities — particularly communities of color and communities of low wealth — polluter interests have flooded our elections with money, gerrymandering has divided our communities, and partisan politics have suppressed access to the ballot box. As of the end of March, 361 bills with restrictive provisions have been introduced in 47 states — passage of S1 must be a priority for all voters to access their right to participate in our democracy.

LCV TAKE: LCV Voting Rights Program Director Justin Kwasa stated, “The For The People Act is a once-in-a-generation opportunity to create a democracy that values the voices of all communities by expanding and protecting voting rights, getting big money out of politics, and holding elected officials accountable for corruption. We applaud Senate Democrats for opposing the strategic silencing of the voices of Black, Indigenous and other communities of color from our democracy. Now, with the redistricting process beginning and local and state elections right around the corner, the Senate must work quickly to pass this bill once and for all. Enacting this legislation into law and unrigging our political system would return power to the overwhelming majority of people in this country who want to see meaningful action on climate change and clean energy. We can’t wait any longer.”

ASTHMA AWARENESS: For Asthma Awareness Month, Chispa released a video highlighting the link between asthma and environmental injustice in one of our most impacted communities — children who live in communities of low wealth and in communities of color who rely on public transportation for school. A bold transition to clean buses will impact over 25 million children and hundreds of thousands of bus drivers who currently breathe polluted air from dirty diesel school buses. NEW POLL: This week, LCV and Data for Progress released new modeled state and congressional district level data showing overwhelming bipartisan support across the country for the investments the American Jobs Plan would make in climate, clean energy, good-paying union jobs and justice. The groups conducted a joint poll to assess the attitudes of likely voters towards the American Jobs Plan, specifically the key provisions that address climate change, advance clean energy deployment, innovation, and domestic manufacturing, support clean water, and advance equity by focusing 40% of the benefits of climate and clean energy infrastructure investments into low-income communities, communities of color and other disadvantaged communities. The Data for Progress team used advanced modeling techniques to estimate support at the congressional district and state level. More on methodology can be found here.

FINDINGS: In a poll analysis from Pete Maysmith, LCV SVP of Campaigns and Sean McElwee, Data for Progress Executive Director in Crooked Media, they found that across 11 swing congressional districts (AZ-01, ME-02, MI-08, MI-11, NJ-03, NV-03, NV-04, PA-08, VA-02, VA-07, WI-03), average support for the American Jobs Plan is 78%, and in the swing Senate states of Arizona, Georgia, Pennsylvania, New Hampshire, Nevada, North Carolina, and Wisconsin, an average of 80% of registered voters support the government making investments to create good-paying jobs in clean energy. SCHUMER TAKE: In response to the new poll, Senate Majority Leader Chuck Schumer tweeted, “The climate crisis requires big, bold action. This Senate will work with @POTUS to pass the #AmericanJobsPlan—a big, bold bill that will create jobs, invest in infrastructure, and help combat climate change.”

STEELWORKERS TAKE: United Steelworkers Vice President at Large Roxanne Brown stated, “The American Jobs Plan offers a number of common-sense and widely popular opportunities to put Americans back to work and ensure that their jobs provide competitive wages and good benefits. From building out our nation’s supply chains to making robust infrastructure investments, it’s clear that Americans share the administration’s priorities of rebuilding our nation and securing the jobs of the future.”

WHEJAC TAKE: Founder of the ReGenesis Community Development Corporation, member of the White House Environmental Justice Advisory Council, and former South Carolina State Representative Harold Mitchell stated, “Congress must listen to the majority of voters and ensure that the American Jobs Plan builds healthy communities that are free of toxic pollution, and have access to affordable clean energy and good-paying union jobs. Our polling finds bipartisan support for the climate and clean energy pieces of the proposal, even amongst voters in swing states.”

OFFSHORE WIND GREENLIT: This week, Secretary of the Interior Deb Haaland and Secretary of Commerce Gina Raimondo announced the final approval of the Vineyard Wind project off the coast of  Massachusetts — the nation’s first commercial-scale offshore wind farm. The project is expected to begin supplying power to 400,000 homes and businesses on the East Coast late next year. This approval is a major step in the transition towards building accessible clean energy infrastructure and will create over 3 thousand  jobs while tackling the climate crisis. The New England for Offshore Wind coalition has been a powerful force advocating for offshore wind in the region, led by LCV state affiliate, the Environmental League of Massachusetts. @INTERIOR TAKE: Secretary of the Interior Deb Haaland stated, “A clean energy future is within our grasp in the United States. The approval of this project is an important step toward advancing the Administration’s goals to create good-paying union jobs while combating climate change and powering our nation. Today is one of many actions we are determined to take to open the doors of economic opportunity to more Americans.”

@COMMERCE TAKE: Secretary of Commerce Gina Raimondo stated, “Today’s offshore wind project announcement demonstrates that we can fight the climate crisis, while creating high-paying jobs and strengthening our competitiveness at home and abroad. This project is an example of the investments we need to achieve the Biden-Harris administration’s ambitious climate goals, and I’m proud to be part of the team leading the charge on offshore wind.”

This move paves the way for a thriving offshore wind industry in the United States, and ensures that New England will be a hub for this game-changing clean energy industry. 5 TABLES LETTER TO WHITE HOUSE: This week, a diverse set of partners, including LCV, sent the White House, Speaker Nancy Pelosi, and Majority Leader Chuck Schumer a letter calling on them to “swiftly pass legislation that invests at least $4 trillion throughout the economy over this presidential term, bound by high-road labor, equity, and climate standards.” The letter makes clear the urgent need for bold action to rebuild the economy, confront growing economic inequity, dismantle systemic racism, curb pollution and support labor rights — stipulations that must not be diluted, delayed, or compromised by “small-minded” measures. Now is the time for transformative policies!

RENEWABLE ENERGY INVESTMENT ACT: This week, Representatives Earl Blumenauer and Mike Levin introduced legislation, the Renewable Energy Investment Act, which would provide the option to receive direct payments for new clean energy projects, rather than receiving a tax credit. The pandemic has significantly impacted financing and construction of renewable energy projects, and as the White House and Congress work together to rebuild a cleaner economy and infrastructure, this legislation complements those efforts by encouraging investments that will create clean energy jobs.   

BLUMENAUER TAKE: Representative Earl Blumenauer stated, “This small but impactful change in renewable energy tax incentives will support wind, solar, and other energy projects at a critical moment for the industry and our country as we work to build our economy back better in a way that supports decarbonization. We were able to pass this important legislation last session in the House, and now, in partnership with the new administration and Democratic majority in the Senate, I am confident that we will be able to get this over the finish line.”

LEVIN TAKE: Representative Andy Levin stated, “As we continue to grow our economy and recover from this pandemic, it’s critical that we create the clean energy jobs of the future that also help us protect our planet. Solar, wind, and other forms of renewable power are the future, and we can either create good-paying clean energy jobs right here in America, or we can let other countries take the lead and reap the economic rewards. TOOMEY’S HOMETOWN SPEAKS UP FOR THE PEOPLE: This week, civil rights advocates in Allentown, Pennsylvania delivered a letter from community leaders and business owners urging Senator Toomey, who is from Allentown, to support the For the People Act. As anti-voting bills continue to be introduced in states across the nation, we must stand up and protect our democracy. Read the full letter here.

ALLENTOWN COMMUNITY TAKE: Community members, leaders, and business owners in Allentown wrote to Senator Toomey, “Our values demand transparency from our elected officials, secure and accurate elections, and the right of every eligible American to participate in our democracy. The For the People Act achieves those goals. It reduces the power of special interests and puts control in the hands of voters. It secures our elections. It helps us vote. The time to act is now — we cannot delay these protections any longer.”

DEMOCRACY ACTION IN NORTH CAROLINA: This week, Climate Action NC was joined by Democracy NC and Rep. David Price for a virtual event to discuss how to  support the For the People Act so that every voter can participate in our democracy. Voters in North Carolina, particularly in communities of color and low-income communities, continue to face barriers to the electoral process — from restrictive and blatantly racist voter ID laws to attempts to block mail-in votes from being counted in the 2020 presidential election.Voters must have fair and equitable access to the ballot box without anti-democratic laws that seek to undermine one of our most fundamental rights.

Washington, D.C. — Data for Progress and the League of Conservation Voters (LCV) today released new modeled state and Congressional district level data showing overwhelming bipartisan support across the country for the investments the American Jobs Plan would make in climate, clean energy, good-paying union jobs and justice. Across 11 swing Congressional districts*, average support for the plan is 78% and in the swing Senate states of Arizona, Georgia, Pennsylvania, New Hampshire, Nevada, North Carolina, and Wisconsin, an average of 80% of registered voters support the government making investments to create good-paying jobs in clean energy.

In Arizona, for example, an estimated 79% of voters across the state support the American Jobs Plan, 72% support ensuring the benefits of climate and clean energy investments go to the environmental justice communities long exploited by polluters, and 78% think it’s important that Congress takes action to address climate change. In Arizona’s 1st Congressional district, one of the most politically competitive in the state, an estimated 80% of voters support the American Jobs Plan.

“Congress must listen to the majority of voters and ensure that the American Jobs Plan builds healthy communities that are free of toxic pollution, and have access to affordable clean energy and good-paying union jobs,” said Harold Mitchell, founder of the ReGenesis Community Development Corporation, member of the White House Environmental Justice Advisory Council, and former South Carolina State Representative. “To help achieve these goals, it is imperative that at least 40% of the benefits of our climate and clean energy investments go to the communities of color and low income communities most impacted by toxic pollution and environmental injustices while ensuring the remaining investments do not cause further harm.”

In states like Missouri and Texas — represented in the U.S. Senate by extremists like Josh Hawley and Ted Cruz — this new modeling project found that more than 70% of voters support Biden’s American Jobs Plan, when described as “a proposal to invest $2.3 trillion over the next 8 years to create millions of new, good-paying union jobs modernizing America’s infrastructure and transitioning to an equitable clean energy future.”

The Biden-Harris administration set the stage for climate action in their first 100 days and Congress must deliver on the climate and clean energy mandate voters elected them to see through by passing the overwhelmingly popular American Jobs Plan as soon as possible.

LCV Statement on S.1. Markup

Washington, D.C. — In response to yesterday’s Senate Rules Committee markup of S.1., the For The People Act, the League of Conservation Voters released the following statement from Voting Rights Program Director Justin Kwasa:

“The For The People Act is a once-in-a-generation opportunity to create a democracy that values the voices of all communities by expanding and protecting voting rights, getting big money out of politics, and holding elected officials accountable for corruption. We applaud Senate Democrats for opposing the strategic silencing of the voices of Black, Indigenous and other communities of color from our democracy. Now, with the redistricting process beginning and local and state elections right around the corner, the Senate must work quickly to pass this bill once and for all. Enacting this legislation into law and unrigging our political system would return power to the overwhelming majority of people in this country who want to see meaningful action on climate change and clean energy. We can’t wait any longer.”

LCV, New England State Affiliates, Coalition Partners Statements on Vineyard Wind Approval

Washington, D.C. — In response to the Biden-Harris administration’s final approval of the Vineyard Wind offshore wind project, the League of Conservation Voters (LCV) issued the following statement from Senior Director of Government Affairs Matthew Davis:

“We are thrilled to see the Biden-Harris administration approve the Vineyard Wind offshore wind project, continue to undo the former administration’s harmful environmental moves, and move along the construction of this overwhelmingly popular source of clean energy in New England. It is critical that the long-overdue Vineyard Wind project and all of this administration’s climate and clean energy proposals sustain and create good-paying union jobs in diverse communities across the country as we transition to a just and equitable clean energy future.”

Biden Administration Issues Final Approval for Vineyard Wind Project 

BOSTON, MA (May 11, 2021) – Today, the Biden-Harris Administration took an important step forward for climate action. The Bureau of Ocean Energy Management (BOEM) issued the Record of Decision for Vineyard Wind, the nation’s first large-scale offshore wind project. With this final approval, Vineyard Wind should be able to move forward with construction this year and begin providing clean, affordable power to Massachusetts in 2023. This is a critical action in our nation’s efforts to reduce carbon emissions and mitigate the worst impacts of the climate crisis on our health, environment, and wildlife.

New England for Offshore Wind, a broad-based coalition of associations, businesses, environmental and justice organizations, institutions, and labor unions, applauds the federal government’s action to advance this clean energy industry off our shores. Done right, this industry has the potential to create tens of thousands of high-quality, family sustaining jobs; provide health benefits to vulnerable communities through pollution reduction; ensure equity in economic benefits; coexist with existing ocean uses; and protect wildlife and the environment every step of the way. AAPI HERITAGE MONTH READING: The Natural Resources Defense Council released a story by NRDC Content Management Director Christina Choi, “Why the Environmental Movement Should Stop Ignoring Asian Americans,” highlighting her experiences growing up as a Korean American, and how her ancestral ties to colonialism and conservation influence her activism and approach to interconnected issues — particularly the impacts of the environmental, public health, and economic crises on communities who are frequently left out of the democratic process. Read her story on NRDC’s blog here.

ACTIVIST TAKE: NRDC Content Management Director Christina Choi wrote, “The environmental movement in the United States didn’t ever reach out to me—I had to go to it. Despite Asian Americans’ 250-plus years in this country, with the first recorded arrival of Filipinos in Louisiana in 1763, we have been constantly erased, and continue to be, from the nation’s history, identity, and conversations, as well as from key statistics on public health and well-being, such as how the pandemic affects our communities. The origins of my strong foundation in conserving the earth’s resources are my own, an unbroken thread stretching for generations, but I suspect that the values of many of those 70 percent of Asian Americans who self-identify as environmentalists have been similarly shaped by their ancestry. And maybe one day, their kids and mine, with her “water alerts,” will become a powerful Asian American voice—one that the future environmental movement won’t want to waste.”

APEN TAKE: Citing a study from Asian Pacific Environmental Network, “Asian American Environmentalists: An Untapped Power for Change in California,” NRDC Content Management Director Christina Choi notes, “that a great majority of Asian American voters in the state—83 percent—describe themselves as environmentalists; 71 percent support environmental laws; and 61 percent believe we can protect the air, land, and water while creating jobs. In that state, 85 percent of Asian American voters said they are likely to vote for environment-focused ballot measures.” Read the study here.

HONOR THE VOTE: A healthy democracy and a healthy environment are inextricably linked — communities of color most impacted by toxic pollution and climate change are the same communities whose voices are being silenced by restrictive voting laws, which an alarming number of states are currently passing through their legislatures. Tomorrow is the John Lewis Day of Action where people across the country are coming together to fight back and demand passage of the For the People Act, the John Lewis Voting Rights Advancement Act and D.C. REMEMBERING ELI BROAD: Late last week, we lost a committed philanthropist, Eli Broad, who touched the arts, higher education, and civic engagement — including supporting LCV Victory Fund’s Vote2020 campaign, which helped target environmental swing voters in key battleground states for the 2020 presidential election. ELECTRIFYING AMERICA’S ROADS: On Wednesday, LCV co-hosted an event with Representatives Andy Levin and Alexandria Ocasio-Cortez to announce their re-introduction of the EV Freedom Act, which would establish infrastructure for a network of electric vehicle charging stations across the nation. This legislation will help jumpstart the groundwork for people in all communities, particularly those in communities who are most likely to be left behind, to access electric vehicles. AOC TAKE: In a press call on Wednesday, Representative Alexandria Ocasio-Cortez stated, “The EV Freedom Act is a piece of legislation that upholds those core Green New Deal principles … it’s part of a much larger comprehensive approach to transportation, we’re making sure we’re not leaving any community behind. It’s important it’s explicitly uplifted that our disabled community is an environmental justice front-line community.” 

LEVIN TAKE: Representative Andy Levin stated, “This network needs to be in place. Friends, we are not messing around. We are talking about something that’s comprehensive, national, up to the scope of saving our planet from the way we’ve been frying it in the industrial revolution, and doing it in a way that’s fully just.”

LEVIN DOUBLE TAKE: In a February opinion piece published by The Hill, Levin stated, “All of these crises intersect with our environmental policy, particularly our green energy policy. By building green and turbo-charging the transition away from fossil fuels, we can grow the economy in a way that puts the most affected workers — pipefitters, boilermakers, laborers, coal miners — and frontline communities — Black, Brown and Indigenous communities beset by environmental racism — at the center of the table and helps us recover from the economic damage of the COVID pandemic.”

LCV TAKE: LCV Government Affairs Advocate Darien Davis stated, “We’re excited to see Representatives Andy Levin and Alexandria Ocasio-Cortez re-introduce the EV Freedom Act. This comprehensive policy would help to make pollution-free vehicles more accessible to drivers across the country. Furthermore, the EV Freedom Act prioritizes funding for environmental justice communities while creating good-paying union jobs. We urge Congress to fund clean transportation infrastructure as part of an American Jobs package to support climate action, jobs and justice.”

CLEAN TRANSIT FOR AMERICA: On Tuesday, Senate Majority Leader Chuck Schumer and Senator Sherrod Brown unveiled their new Clean Transit for America plan to help protect our planet by providing $73 billion to move our country’s public transit systems to zero-emission fleets. A bold transition to clean buses will improve the health of communities near roadways and thousands of bus drivers who currently breathe polluted air from dirty diesel buses — particularly communities of color and low wealth communities where children are at a higher risk of breathing polluted air, and are already disproportionately impacted by pollution. SCHUMER TAKE: Senate Majority Leader Chuck Schumer stated, “To reduce the carbon in our atmosphere and address the climate crisis, we must transform our transit system. The Clean Transit for America proposal will replace dirty, diesel-spewing buses, create new American jobs, help save the planet and protect public health, particularly in our country’s most vulnerable communities. That is why I am working to make sure this proposal is part of President Biden’s American Jobs Plan.”

UNION TAKE: IBEW International President Lonnie R. Stephenson stated, “As president of the IBEW, the largest union of electrical workers in the country, I want to thank Majority Leader Schumer and Senator Brown for their ambitious Clean Transit for America proposal. This plan will create tens of thousands of jobs for IBEW members around the country by modernizing our nation’s mass transit buses to zero emission vehicles. In particular, we strongly support the incorporation of the Electric Vehicle Infrastructure Training Program (EVITP) into the plan, which will ensure charging infrastructure financed by this proposal is done by highly skilled electricians. The IBEW looks forward to working with Leader Schumer, Senator Brown and the United States Senate to move this proposal forward and fulfill the promise to build America back better.”

AMERICA, THE BEAUTIFUL: On Thursday, the Biden-Harris administration released their 30×30 report “Conserving and Restoring America the Beautiful,” which outlines a 10-year multi-agency vision to conserve 30% of America’s lands and waters by 2030. The 30×30 initiative is widely supported by local elected officials on both sides of the aisle and communities across the country. This year, LCV helped organize bipartisan letters of support from more than 70 mayors across the country and 450 state and local elected officials. HAALAND TAKE: At an event with Council on Environmental Quality Chair Brenda Mallory and co-hosted by National Wilderness Federation and Hispanic Access Foundation, Interior Secretary Deb Haaland stated, “This is a good moment to reflect on where we’ve been the last four years and where we want to be as a country. We’re a country that will roll up our sleeves to pass this heritage on for generations to come.”

INFRASTRUCTURE DAY: There’s no doubt that the Biden-Harris administration has had the strongest first 100 days for climate and environmental justice we’ve ever seen. Thursday was Infrastructure Day in Biden’s “Getting America Back on Track Tour,” where Biden spoke in Louisiana about bipartisan efforts and support for his infrastructure plan. Louisiana’s “Cancer Alley” has been a prime example of how on the frontlines, primarily communities of color and communities of low wealth bear the largest burdens from environmental crises. Tackling environmental injustice while rebuilding our nation’s infrastructure and creating clean energy jobs is critical to addressing the climate crisis. 100 DAYS POLLING: Recent polling on the Biden-Harris administration’s first 100 day’s show:

    • 7 in 10 voters — on both sides of the aisle — support the American Jobs Plan
    • A majority of Republicans (57%) say it is important that the plan “will help America combat climate change and create an equitable clean energy economy that uplifts workers and invests in disadvantaged communities” 
    • And support for key climate and environmental policies within the American Jobs Plan is extremely high.

A THRIVING REINTRODUCTION: Last week, the Transform, Heal and Renew by Investing in a Vibrant Economy (THRIVE) Act, was reintroduced in Congress. The legislation outlines a plan to invest $1 trillion per year for a decade to address environmental injustice, create 15 million good-paying jobs and achieve full employment while tackling the climate crisis. When Interior Secretary Deb Haaland served in Congress, she led the introduction of the THRIVE agenda, stating that, “We have an opportunity to not just recover from these interlocking crises, but to thrive by creating millions of good paying, union, clean, green jobs while building a more just, healthy, and stable economy that leaves no one behind”. FACTS TO THRIVE: The THRIVE Act is a bold economic recovery package that centers climate ambition, advances racial justice and creates good paying, clean energy jobs by:

    • Authorizing investments of at least $1 trillion per year for FY 2022-2031. Economic modeling from Sierra Club is a blueprint for the scale of investment we need to create more than 15 million good jobs and end the unemployment crisis, while cutting climate pollution in half by 2030 and confronting systemic racism and gender, economic, and environmental injustice.
    • Honoring frontline leadership by creating a board of representatives from those on the front lines of fighting systemic racism, historic pollution, the climate crisis, and economic insecurity — these critical stakeholders must be on the forefront of building a more just economy.
    • Making economy-wide investments to take on injustice, pollution, and create good-paying jobs to upgrade our infrastructure for clean water, affordable public transit, and a reliable, resilient electric grid; to expand access to wind and solar power, and electric vehicles; to protect our rural and urban spaces, wetlands, prairies, forests and support family farmers who are embracing regenerative agriculture; and to invest in public institutions and care for children and the elderly — essential work that is underpaid and largely performed by women of color.
    • Respecting Indigenous sovereignty.
    • Investing at least 50% of investments for the frontline communities bearing the largest burdens of environmental injustice.
    • Focusing on strong labor, equity, and environmental standards.

HFC ANNOUNCEMENT: This week, the EPA proposed the first-ever national limits on Hydrofluorocarbons (HFCs), pollutants that are contributing significantly to the climate crisis and its disproportionate impacts on low-income communities and communities of color. Over the next 15 years, this action will reduce HFC production and importation by 85%, helping the US to meet our international treaty goals and resulting in $283.9 billion in climate and public health benefits by 2050. In the Biden-Harris administration’s first 100 days in office, they’ve honored their promises to prioritize the climate crisis and advance environmental justice — and EPA Administrator Michael Regan is continuing the trend.

HIGHLIGHTS FROM THE STATES:

CLEAN CARS WIN IN MN: Today, a Minnesota Administrative Law Judge Jessica A. Palmer-Denig ruled in favor of Clean Cars Minnesota, an initiative that would set emissions standards for all new passenger cars and trucks sold in the state and increase accessibility of electric vehicles to consumers in Minnesota. This win for Minnesota puts them with 14 other states and the District of Columbia to commit to stronger clean car standards. 

BIDEN CELEBRATING FIRST 100 DAYS IN GEORGIA: Last week, President Biden returned to Georgia, to celebrate his first one hundred days in office. Georgia was a key state where Senate race victories allowed the Biden-Harris administration to pursue a more bold, ambitious legislative agenda. Biden spoke on the successes of his first 100 days, highlighting his commitment to climate action and environmental justice including addressing infrastructure, clean energy jobs, and land and water conservation to support and protect families and communities across America.

PRESIDENTIAL TAKE: At a drive-in rally in Georgia last week, President Biden stated, “Folks, it’s only been 100 days, but I have to tell you, I’ve never been more optimistic about the future in America, and America is on the move again. We’re choosing hope over fear, truth over lies, light over darkness. We’re working, we’re working again. We’re dreaming again. We’re discovering again. And we’re leading the world again. And you’re proving democracy can deliver for the people. We just need to remember who we are.”

GCV TAKE: Georgia Conservation Voters Executive Director Brionté McCorkle stated, “Georgians spoke loud and clear when they cast the deciding votes for control of Congress and the Presidency. We voted for leaders in Senators Jon Ossoff and Raphael Warnock who understand that we are at a crossroads to tackle four historic crises all at the same time: coronavirus, economic inequality, climate change and racial injustice. The President and Congress have taken a major step towards fixing these problems with the American Rescue Plan and are making progress to stop the pandemic. Now we need to move to recovery.

It is time for millions of Americans to get back to work with new, high-quality union jobs in a clean energy economy. We know that our country doesn’t have to choose between a healthy environment and a healthy economy. Georgians need both. This is a fight that unites labor unions, racial justice advocates, environmental groups and the overwhelming majority of voters. We call on Georgia’s congressional delegation to support President Biden’s American Jobs Plan and quickly pass a comprehensive infrastructure and clean energy bill that focuses our recovery on climate action, justice and good paying jobs for every community.”

CALIFORNIA CHAMPIONS FOR CLEAN ENERGY JOBS: Last week, the California League of Conservation Voters released videos from environmental champions Senator Alex Padilla and Representative Mike Levin expressing their support for the American Jobs Plan. We need legislators in Congress who are committed to fighting for bold investments in clean energy jobs while addressing environmental injustice to tackle the climate crisis. Congressmen Padilla and Levin are helping lead the way towards a more just clean energy future for all. See the videos here.

AMERICAN JOBS PLAN POTENTIAL IN MN: Conservation Minnesota Voter Center Executive Director Paul Austin and Local 1091 of LIUNA International Liaison and Business Manager Dan Olson cowrote a Duluth News Tribune opinion piece,“Jobs and the environment can and should work together,” to emphasize the potential that the Biden-Harris administration’s American Jobs Plan has for Minnesota. They argued that the proposed plan is a critical opportunity to increase community resilience and simultaneously create union jobs, allow the state to make necessary and overdue infrastructure improvements, and help Minnesota get on track to achieve Governor Tim Walz’s goal of 100% clean energy by 2040. 

CMVC TAKE: Conservation Minnesota Voter Center Executive Director Paul Austin and Local 1091 of LIUNA International Liaison and Business Manager Dan Olson wrote, “Congress has been presented a once-in-a-generation opportunity to build a more equitable and just future using strategies to help our communities recover and prosper by creating millions of good-paying union jobs, updating our country’s infrastructure, and putting us on a path to 100% clean energy. Biden’s plan is rooted in the philosophy that jobs and the environment can and should work in concert — and not in opposition — with one another. To truly take advantage of this moment, finding collective solutions is the only way to succeed.”

POLICY PROGRESS IN VT: Lauren Hierl, Vermont Conservation Voters Executive Director wrote an opinion piece in the Rutland Herald, detailing some of the issues and bills currently under consideration in the state legislative session. VCV priorities include initiatives for healthier, cleaner and more equitable communities, especially supporting the leadership of communities of color. Hierl also noted the unique opportunity presented by the federal stimulus money from the American Rescue Plan Act. 

VCV TAKE: Vermont Conservation Voters Executive Director Lauren Hierl wrote, “Altogether, given the massive challenges and opportunities we are grappling with right now, I’m heartened to see lawmakers’ ongoing commitment to policies that support healthy communities and an accessible democracy. Likewise, I’m hopeful that once-in-a-lifetime investments made possible by the federal stimulus funds can be strategically invested in programs that improve our health and environment. As spring blooms, I’m grateful for these reasons for optimism.

MONUMENTAL LEADERSHIP IN NV: Nevada Conservation League member Paulette Stauffer Henriod wrote an opinion piece for the Nevada Independent, expressing support for the proposed Avi Kwa Ame national monument. This would put Nevada ahead on implementing the 30 by 30 initiative to conserve 30 percent of US lands and waters by 2030, as well as preserve valuable natural spaces for recreation and protect biodiversity from resource extraction and other land degradation. Avi Kwa Ame is also sacred to many Native American Tribes in the area who are leading the efforts to designate the monument. 

NLCV TAKE: Nevada Conservation League member Paulette Stauffer Henriod wrote, “Nevadans are worried about the future of natural spaces and we’re ready for bold action to protect them. We’ll enjoy the economic benefits that a new national monument will provide. But most importantly, we are stewards of the earth’s blessings and are accountable for the planet’s degradation. Conservation of the land and water is our moral obligation. The better we care for the earth and the more equitably we share its resources, the better it will sustain, strengthen, enliven, gladden and protect us.”

It’s infrastructure day — voters & elected officials in all 50 states want action now

We have an unprecedented opportunity to make historic investments in our nation’s infrastructure by passing the American Jobs Plan — the plan we need to get millions of people back to work in new good-paying, union jobs in the clean energy economy while tackling climate change and environmental racism.

The voters who elected President Biden, Vice President Harris, and environmental champions in Congress are counting on our leaders to deliver on historic commitments to clean energy, jobs, and justice and pass the American Jobs Plan. And state and local officials in all 50 states want action now.

Recent polling shows:

  • 7 in 10 voters — on both sides of the aisle — support the American Jobs Plan
  • A majority of Republicans (57%) say it is important that the plan “will help America combat climate change and create an equitable clean energy economy that uplifts workers and invests in disadvantaged communities” 
  • And support for key climate and environmental policies within the American Jobs Plan is extremely high:
    • 70% of all voters support investing in clean energy generation and storage, like solar panels and wind turbines 
    • 70% of all voters are more likely to support the plan if it includes provisions to prioritize oil and gas workers for new clean energy jobs that have fair labor standards and the opportunity to unionize
    • 77% of all voters support upgrading and modernizing airports, ports, and public transit systems
    • 70% of all voters support investing in reliable passenger and freight rails service, like Amtrak
    • 61% of all voters support building electric vehicle charging stations across the country

Elected officials across the country are just as fired up. Over 1,200 state and local elected officials in all 50 states signed our letter to Congressional leadership calling for a recovery package that creates and sustains millions of good paying jobs, puts us on the path to 100% clean energy, and builds a more equitable and just society.

LCV Statement on Release of Biden’s 30×30 Report 

Washington, D.C. — In response to the report from various agencies within the Biden administration on the principles which will guide the campaign to conserve 30% of America’s lands and waters by 2030, the League of Conservation Voters (LCV) released the following statement from Conservation Program Director Alex Taurel:

“We are thrilled to see the Biden-Harris administration reaffirm their commitment to this first-ever national goal to conserve our lands, waters, and ocean in collaboration with local communities. We are glad to see the administration recognize that the pursuit of 30×30 must be guided by science, respect Tribal sovereignty, and honor private property rights in order to make access to nature in this country more inclusive and equitable, fight climate change, boost our outdoor economy, and restore wildlife habitat. We are all-in to help reach and exceed this goal and look forward to working with President Biden, his cabinet agencies, state and local governments, Tribal nations, and people all across the country as we work together to tackle the climate crisis and expand access to nature in America the beautiful.”
